The Position

An immediate position is available at East Bay Municipal Utility District’s (EBMUD) Stockton Center in Stockton, California and is approximately 70 miles from EBMUD headquarters in Oakland. The eligibility list will be valid for up to two years and can be used to fill other vacancies in the Stockton, Lodi, Pardee or Mokelumne offices.
Under direction, the Senior Administrative Clerk will perform varied and complex clerical and administrative duties. The individual will work independently and must possess effective judgment, analytical, and decision-making skills as well as a detail orientation and may provide lead direction for subordinate clerical staff.
Because of the distance of EBMUD's Stockton, Lodi, Pardee, and Mokelumne offices from
EBMUD's headquarters, the Senior Administrative Clerk must be able to function in a remote office location without local support from other EBMUD functional staff (IT, Purchasing, Accounting, etc.). The Senior Administrative Clerk may need to routinely report to or travel to one or more of the above noted office locations on a regular and ongoing basis.
Typical duties of the position include:
• Providing information to the public or to EBMUD staff, requiring the use of judgment, and interpretation of rules, policies, and procedures.
• Providing lead direction to one or more clerical staff, including scheduling, assigning and reviewing work.
• Researching, assembling, and summarizing information from a variety of sources for completion of forms and for periodic or special reports; making statistical and other calculations as required.
• Organizing and maintaining various departmental or general EBMUD files, including suspense files; initiating follow-up procedures where required; developing new filing systems and purging existing files as needed.
• Attending to a variety of office administrative details such as ordering supplies within established limits, arranging for the maintenance or repair of office equipment, transmitting information to supervision, and keeping reference manuals and similar material up to date. Troubleshooting problems with office equipment such as computers, scanners, copiers and phone systems.
• Inputting, monitoring, retrieving and tracking data and statistics supporting the administration of assigned systems and procedures; auditing data to identify trends and issues.
• Typing a variety of material including reports, letters, memos, forms, and similar material from rough drafts, plain or corrected copy, or verbal instructions.
• Organizing own work, setting priorities, and assuring that necessary deadlines are met; coordinating with other EBMUD units to ensure timely completion of work.
• Proofreading and checking written materials for grammatical, clerical and arithmetic accuracy and completeness, and for compliance with established standards and procedures; making corrections as required.
• Performing a variety of personnel-related activities as assigned; preparing personnel action forms; participating in clerical activities involving recruitment, compensation, and employee status changes; new employee orientation, registering employees for training classes and other appointments.
• Performing a variety of general clerical duties such as processing electronic timesheets and payroll reports, preparing purchase orders, expense reports, periodic reports of activities, and other documents and reports as necessary.
The most competitive candidates for the positions will possess the following characteristics:
• Experience with or ability to quickly learn specialized software programs and applications specific to the work unit, including web-based and web-related applications.
• Must be resourceful and be able to work independently.
• Ability to adapt to changing priorities and demands.
• Must have the ability to prepare, coordinate and track a variety of documents including service contracts, budget, accounts payable and purchasing documents, hydropower and other materials pertinent to the functioning of the Aqueduct Section and Water Supply Division.
• Ability to quickly learn and apply complex policies, procedures, and regulations.
The initial monthly salary for Senior Administrative Clerk is $7,646 per month increasing to $8,028, $8,429, $8,850 and $9,293 after 6, 18, 30, and 42 months, respectively.

Requirements

The Senior Administrative Clerk position requires highly developed critical thinking, independent judgment, and administrative skills.
1. A high school diploma or its equivalent.
2. Two years of responsible, journey-level clerical experience.
3. Senior Administrative Clerk positions may require a typing speed of minimum 45 words per minute.
4. Possession of a valid California driver’s license and a satisfactory driving record in order to drive to other areas and occasionally to other offices as needed.
5. Physical characteristics to perform the critical and important duties of the job.
6. Willingness to work overtime as needed.

The Selection Process

2. Candidates must achieve a passing score on each test part to advance to the next step in the selection process.
3. Application materials and supplemental responses will be competitively reviewed and those applicants possessing the most desirable qualifications will be invited to an in-person written test tentatively scheduled for February 2026.
4. Candidates with the highest scores on the written test will be invited to a Microsoft Word and Excel assessment and panel interview.
5. Candidates who successfully pass all parts of the test process will be placed on the hiring list in rank order for further consideration to fill the current regular vacancy, as well as others occurring over the next 12 to 24 months in the Stockton, Lodi, Pardee or Mokelumne offices.
6. Only candidates with passing scores on specific performance test components (i.e., Microsoft Word, Microsoft Excel) will be considered for openings that require these skills.
7. EBMUD will obtain and review driving records for those candidates being considered for openings that require a California driver’s license.
8. The probation period for this position is 6 months. For those holding civil service status the probation period is 6 months.
9. All employment offers are conditional, pending the results of a Live Scan background screening. All selected finalists must participate in the Live Scan background screening process to remain in consideration for EBMUD employment.
