The Position

The Power, Treatment, and Transmission Maintenance (PTTM) Supervisor plans, organizes, directs and supervises the work of journey level employees engaged in constructing, maintaining, repairing, operating and inspecting hydroelectric power plant, water transmission and pumping, water treatment, water distribution, wastewater treatment and collection, or related facilities and properties associated with East Bay Municipal Utility District’s (EBMUD) water supply, production, and transmission system; and schedules and assists in the performance of preventative and corrective maintenance.

There is currently one immediate vacancy in the Walnut Creek service area. Candidates from this list will also be eligible for other vacancies that may occur during the life of the list.

Typical Duties include:

• Planning, scheduling, assigning, directing, and reviewing the inspection, construction, maintenance and repair of structural, instrumentation, electrical, and mechanical systems and facilities associated with powerhouses, recreation areas, fish hatcheries, wasteways, pumping plants, transmission and distribution pipelines, flow control facilities, chemical treatment systems, water and wastewater treatment plants, wastewater collection and disposal systems, maintenance yards, offices and lodgings, and related facilities;

• Overseeing the maintenance of dams, dikes, levees, paved roads, maintenance and fire roads, fences and gates, landscaping and grounds including discing, mowing, and weed abatement;

• Investigating and inspecting structural, mechanical, instrumentation, and electrical systems and facilities for conditions that may require repairs; participating in the diagnoses and troubleshooting of malfunctions or failures; initiating and supervising corrective and emergency repairs;

• Reviewing work plans, drawings, system diagrams, and specifications with subordinates; inspecting work in progress and work completed to ensure compliance with work orders, specifications, proper maintenance and repair methods, and best work practices;

• Supervising staff, including hiring, preparing performance plans, training in safety practices, work methods and techniques of EBMUD tools and equipment, monitoring employee performance, preparing performance appraisals, preparing and conducting counseling and other disciplinary measures;

• Ensuring safe workplace practices and compliance with EBMUD, state, and federal work safety rules including lock out/tag out procedures associated with energized and non-energized systems, developing and coordinating safety procedures, plans, and permits, in close conjunction with EBMUD's Workplace Health and Safety work group;

• Recommending work unit budget levels, monitoring crew expenses for parts and supplies in relation to the unit budget, including invoice payment approvals of replacement components, materials, supplies, and services within established authority levels;

• Preparing technical specifications, requests for proposal, and scope of services for planned capital maintenance work; overseeing and evaluating contract repair work;

• Preparing written documentation, including creating and updating standard operating procedures; and reports of system inspections, improvements, incidents, accidents, and dangerous conditions;

• Ensuring EBMUD compliance with federal, state, and county regulations and permits regarding water releases, elevators, cranes, fire alarms, air quality sensitive equipment, pressure vessels, and pesticide application;

• Utilizing and maintaining a computerized maintenance management system; preparing and maintaining job and maintenance plans, logs, records, and reports of inspections, corrective and preventive maintenance, and other work related activities;

• Utilizing and promoting the use of field computing technology, including Geographic Information System (GIS) mapping, to improve work efficiency;

• Ordering and maintaining fuel supplies for an EBMUD fueling station;

• Managing the Underground Service Alert (USA) program for the assigned work area, including appropriate response and marking to excavators; ensuring proper marking and notification for EBMUD excavations; and maintaining and adjusting right-of-way area mapping;

• Responding to emergency situations as necessary;

• May operate, direct, and train others in the operation of a variety of construction equipment, trucks and motor vehicles, compressors, and hand and power tools;

• May perform any or all of the duties of subordinate staff as required and licensed.

The ideal candidate is a detail-oriented person with extensive experience in the maintenance and operation of large water storage, transmission and hydropower infrastructure and facilities; the ability to learn and promote the use of new technologies to improve work processes; and possesses the attributes of an effective leader to develop and motivate staff in order to foster teamwork and ensure they perform assigned tasks safely, effectively, and efficiently. The successful candidate must have the ability to communicate clearly and professionally with subordinate staff, other EBMUD work groups, EBMUD management, regulatory agencies, and external stakeholders. The successful candidate must also possess demonstrated abilities to prioritize, plan, organize, oversee, and document the work of a multidisciplinary and diverse workforce.

The salary range is $12,210 per month increasing to $12,821, $13,462, and $14,135 after 6, 18, and 30 months, respectively.

Requirements

1. A high school diploma; and either

2a. Three years' experience as a Maintenance Specialist III with EBMUD; or

2b. Three years of journey level mechanical, structural, electrical, or instrumentation maintenance or construction of water, wastewater, gas, electric, or similar industrial systems; or

2c. Three years of journey level experience in the operation or maintenance of diesel, methane gas fed, hydro or other industrial electric power generating equipment.

3. Possession of, or ability to obtain within one year of appointment, one or more of the following according to assignment:

• Valid Qualified Applicators Certificate issued by the California Department of Pesticide Regulation (CDPR)

• Valid T2 Water Treatment Operator License issued by the California State Water Resources Control Board (SWRCB)

• Valid D1 Water Distribution Operator License issued by the SWRCB

4. Valid California Class A commercial driver’s license with tanker endorsement may be required for certain designated positions.

5. Must possess the physical characteristics to perform the critical and important duties of the class.

6. Willingness to work outdoors in a variety of weather conditions, work overtime as needed, and to be clean shaven as required to wear respiratory protection equipment.

The Selection Process

2. Candidates must achieve a passing score on each test part in order to advance to the next step in the selection process.

4. Successful candidates will be placed on the hiring list, based on rank, for further consideration to fill the current regular vacancies, as well as others occurring over the next 12 to 24 months.

5. The probation period for this position is 12 months. For those holding civil service status the probation period is 6 months.
