The Position

This is an exciting leadership opportunity for a collaborative, emotionally intelligent, and service-minded technology professional who is eager to support and empower a talented technical team while advancing EBMUD’s mission. The Information Services Supervisor (ISS) in the IT Security Division of the Information Systems Department (ISD) leads the team responsible for daily operations of East Bay Municipal Utility District’s (EBMUD’s) IT security infrastructure used to secure EBMUD's information technology resources and data. This is a leadership role that combines hands-on technical expertise with strategic oversight. You’ll play a critical role in protecting systems and data against evolving cyber threats.
EBMUD is seeking a proactive individual with extensive experience in a wide range of cybersecurity technologies and best practices such as firewalls, endpoint detection and response, remote access, log analysis, threat detection, incident response, vulnerability management, and cybersecurity frameworks. The Supervisor will manage a team responsible for these areas. Additional responsibilities will include providing recommendations on systems, network, and data security and assisting the Division Manager with developing and maintaining information security strategy, policy, and the overall security program. Also, the Supervisor will have or can complete within 12 months a relevant IT security certification such as CISSP, GIAC, or similar.
Duties include:
• Supervises and mentors a staff of six cybersecurity professionals; develops work plans, coordinates training and skills development, and conducts performance evaluations.
• Manages daily operations of cybersecurity infrastructure and technologies and the planning for and responding to cyber incidents.
• Drives proactive cybersecurity initiatives and continuous improvement efforts.
• Prepares reports and presents cybersecurity metrics and trends to senior leadership.
• Collaborates effectively with technical and non-technical staff and contractors to ensure smooth implementation of hardware, software, and system enhancements while minimizing operational impacts on clients.
• Collaborates with business departments to align cyber risk and business objectives.
• Prepares detailed specifications for contracted goods and services; evaluates and recommends contract awards; and monitors contractor performance, enforcing compliance with established terms and conditions.
• Supports professional development of staff through training, coaching, and challenging work assignments while fostering a culture of learning, inclusion, innovation, and continuous growth.
• Ensures that staff are equipped with the necessary tools, resources, and direction to perform effectively.
• Fosters a team culture that emphasizes clarity of purpose, empowerment, and mutual accountability.
• Addresses technical and interpersonal concerns with empathy and fairness, while promoting trust, collaboration, and timely resolution of conflicts within the team and with external stakeholders.
Candidates should demonstrate the following knowledge and abilities:
Knowledge of:
• Current information technology, cyber risk management, cybersecurity frameworks, standards, and best practices.
• Cloud infrastructure and security management, including Amazon Web Services (AWS), Microsoft Azure, and Google Cloud environments.
• Incident response, business continuity, and vulnerability management.
• Cybersecurity technologies, including endpoint protection, firewalls, SIEM, intrusion detection, and penetration testing methodologies.
• Change management processes and the integration of cybersecurity considerations into enterprise IT operations.
• Supervisory and leadership principles, including inclusive leadership, employee engagement, change and transition management, and performance management.
• Methods for fostering collaboration, trust, and team resilience in a multidisciplinary technical environment.
Ability to:
• Plan, organize, supervise, and evaluate the work of professional and technical information systems staff.

In addition, the most competitive candidates will demonstrate:
• Strong leadership, communication, and analytical skills, with at least four years of experience managing technical or cybersecurity teams.
• Extensive knowledge of cybersecurity operations, cyber threats, cloud environments, and mission-critical infrastructure.
• Experience driving cybersecurity program improvements, implementing and maintaining industry-standard frameworks (NIST CSF, CIS Controls, etc.) and leading incident response and vulnerability management.
• Emotional intelligence and interpersonal skills, with the ability to build trust, manage conflict, and maintain composure in high-pressure situations.
• Commitment to continuous learning and professional development in IT and cybersecurity disciplines
• Familiarity with Industrial Control Systems (ICS) and Operational Technology (OT) environments.
NOTE: This is not a remote work only position and candidates must be prepared to work 2 to 5 days per week on-site at the District's Administration Building located in downtown Oakland, CA.
The salary range is $15,248 per month increasing to $16,010, $16,810, and $17,651 after 6, 18, and 30 months, respectively.

Requirements

1. A Bachelor's degree*; and either
2. a. Two years of EBMUD experience as a Senior Software Engineer or Senior IT Engineer.
b. Four years of experience** in one or a combination of the following subject areas as required by the position vacancy such as: cybersecurity operations, network infrastructure, systems analysis, software development, IT project management; cloud-based computing services; and/or IT security. At least one year of experience will have included project lead responsibility.
3. Physical characteristics to perform the critical and important duties of the job.
*Additional years of experience (beyond the minimum requirement) may be substituted for the education on a year-for-year basis, but the experience must be performed at the level of the job for which the applicant is applying. (i.e., Four additional years of closely related experience, at the level of the Information Services Supervisor classification, may be considered equivalent to a bachelor’s degree).
**A graduate level degree in a directly related field may be substituted for one year of experience, but not for the year of required project lead responsibility.

The Selection Process

2. Candidates must achieve a passing score on each test part in order to advance to the next step in the selection process.
3. All qualified applications and supplemental responses will be competitively evaluated, with those candidates receiving a passing score to be invited to a panel interview tentatively scheduled for February or early March 2026.
4. Successful candidates will be placed on the hiring list, based on rank, for further consideration to fill the current regular vacancy, as well as others occurring over the next 12 to 24 months.
5. The probation period for this position is 12 months. For those holding civil service status the probation period is 6 months.
