The Position

The Meter Reading and Maintenance Supervisor will supervise a staff that is responsible for the reading, installation, maintenance and repair of water meters. This supervisor will perform work in planning, coordinating, scheduling, assigning, directing, and reviewing field and shop activities involved in the reading, installation, maintenance and repair of meters, data logging and computer equipment.

Typical duties may include:

• Planning, scheduling, assigning, directing and reviewing the work of employees engaged in reading, maintaining, repairing, testing, calibrating and installing flow meters, a variety of recording and data logging equipment; setting productivity standards.

• Designing and adjusting meter reading and repair routes.

• Developing and maintaining positive working relations with support vendors.

• Resolving customer field inquiries.

• Actively participating in ensuring health and safety initiatives are met.

• Preparing and maintaining leave schedules, reports, and other documents related to personnel transactions.

• Evaluating work performed and preparing appraisal forms.

• Assisting in selecting employees; preparing the interview questions and formatting the interview appraisals.

• Conferring with customers regarding meter reading or meter repair problems.

• Estimating time, cost, labor and material needs; assigning personnel, orders and necessary equipment and materials.

• Discussing job details with subordinates; interpreting drawings, diagrams and specifications as required.

• Directing the requisition of materials, supplies and equipment for meter maintenance and repair work.

• Ensuring the maintenance of adequate instrumentation supply inventories.

• Assisting in the development and implementation of a preventive maintenance program for commercial and residential meters, including automatic meter reading devices.

• Recommending the selection of employees; reviewing and evaluating work performed; administering the training for meter reading and repair personnel.

• Monitoring expenditures to conform to the approved budget.

• Monitoring new developments in the meter equipment and maintenance fields; evaluating their potential application to East Bay Municipal Utility District (EBMUD) operations.

The ability to supervise multiple work groups is key for this position. The ideal candidate will demonstrate direct supervisory experience overseeing daily operations, in addition to developing and implementing improved work processes.

The salary range is $11,883 per month increasing to $12,477, $13,101, and $13,756 after 6, 18, and 30 months, respectively.

Requirements

1. A high school diploma or its equivalent; AND either:

2a. Four years of experience as a Meter Reader/Mechanic; OR

2b. Three years of experience at the journey level comparable to EBMUD’s Meter Reader/ Mechanic Foreman, Water Distribution Crew Foreman, or Meter Reader Foreman classifications; OR

2c. Three years of experience developing routes for or directing others in developing routes.

3. Must possess a valid California driver’s license and have a satisfactory driving record.

4. Must demonstrate competency in all areas of work (e.g. developing routes, repairing small meters, meter reading) during the probationary period, otherwise appointment to this classification will be discontinued.

5. Must possess physical characteristics to perform the critical and important duties of the job.

6. Must be willing to work outdoors in a variety of weather conditions.

The Selection Process

2. Candidates must achieve a passing score on each test part in order to advance to the next step in the selection process.

3. All qualified applications and supplemental responses will be competitively evaluated, with those candidates receiving a passing score to be invited to a panel interview.

4. Successful candidates will be placed on the hiring list, based on rank, for further consideration to fill the current regular vacancy, as well as others occurring over the next 12 to 24 months.

5. The probation period for this position is 12 months. For those holding civil service status the probation period is 6 months.

6. All employment offers are conditional, pending the results of a Live Scan background screening. All selected finalists must participate in the Live Scan background screening process to remain in consideration for EBMUD employment.
