The Position

East Bay Municipal Utility District (EBMUD) employees are invited to apply for this Limited Term (LT) position (up to 2 years) in the New Business Office. A New Business Coordinator I coordinates routine and complex new business projects and water service applications for East Bay Municipal Utility District (EBMUD) with developers, architects, engineers, businesses, potential customers and other public agencies requesting water services, extension, relocation, or abandonment of water distribution facilities, and installation of public and private fire protection facilities.

Typical duties include:

• Coordinates, communicates, estimates, and manages costs, collects, and processes fees, and monitors progress for installation of new water services and mains in accordance with written agreements; facilitates resolution of project related disputes with all stakeholders and initiates follow-up action, where necessary.

• Confers, interviews, and corresponds with existing and potential customers, contractors, inspectors, engineers, consulting architects, and fire department representatives, and other outside agencies and EBMUD departments regarding the various requirements concerning new water services, extensions of water mains, installation, abandonment, and relocation of EBMUD facilities, and annexation of territory.

• Coordinates, leads, and advises individual groups, EBMUD departments, and other agencies to complete projects in a timely manner, including understanding project schedules and working with other work groups and agencies to prioritize work; engages in problem solving for issues that arise, by strategizing solutions with multiple internal and external groups.

• Interprets, explains, and enforces EBMUD policies, procedures, regulations, and charges regarding extension of water mains, installation of public fire hydrants, private fire services, and backflow prevention devices, abandonment, or relocation of EBMUD facilities, and annexation of territory to applicants, other agencies, and EBMUD departments.

• Ensures compliance with local and State-level regulatory agencies; instructs other workgroups and EBMUD Divisions on District regulations to ensure protections of the District and its customers.

• Researches and reviews specifications, drawings, and plans pertaining to development project applications for new and expanded services for compliance with EBMUD requirements and regulations, design features, and layout of proposed new water services, mains extensions, hydrants, fire services, and fire hydrants.

• Analyzes and investigates existing services, property information, and EBMUD records regarding ownership restrictions, zoning, easements, and existing utilities.

• Identifies unusual site conditions to determine necessity for actual cost estimates; reviews completed estimates from EBMUD Engineering and Operations and Maintenance staff for appropriateness and accuracy.

• Oversees the reconciliation process on all actual cost projects; monitors job number charges, reconciles costs and confirms final billing, and coordinates collection activities, including processing disbursement authorizations for refunds or invoices for balances due; determines that charges are paid and that legal requirements are fulfilled by applicants prior to project approval and construction to avoid issues or delays.

• Calculates water demand to determine meter size, wastewater strength output, System Capacity Charges, and Wastewater Capacity Fees.

• Prepares written proposals, agreements, and related correspondence; prepares or obtains estimates for main extensions, fire hydrants, and services.

• Secures legal documents including bonds and insurance, property descriptions, service agreements, permits, and other relevant materials.

• Visits locations for which small main extensions and services have been requested, when necessary; determines adequacy of system capacity, measures length of main extension, and may prepare preliminary cost estimate.

• Apprises the Division Manager of significant work problems and customer complaints; makes recommendations and assists in reaching solutions.

• Works with Senior New Business Coordinator and Division Manager to develop improved work techniques and operating procedures.

• Investigates, verifies, and reports violations to EBMUD regulations regarding illegal service connections or undersized services to Senior New Business Coordinator and Division Manager; assists in addressing compliance with EBMUD regulations regarding these types of services.

• Identifies and documents the needs and requests of the customers, communicates these needs with internal and external project stakeholders; balances customer needs/requests with internal work including compliance with standards and regulations.

• Represents the Senior New Business Coordinator and Division Manager in meetings or as assigned and acts as the Senior and/or Division Manager in their absence.

• Performs related duties and responsibilities as required.

Requirements

1. Completion of the twelfth grade or its equivalent.

2a. Three years of experience* in administering and interpreting complex regulations and policies in a customer service environment; OR

2b. Three years of experience* in designing, drafting, mapping, or field recording of pipeline installations.

3. Valid California driver’s license and a satisfactory driving record.

4. Physical characteristics to perform the critical and important duties of the position, including maintaining a physical condition necessary for sitting, standing or walking for prolonged periods of time.

5. Willingness to work in both office and field environments, work closely with others, and work in inclement weather conditions.

6. Willingness to work overtime as needed.

*An undergraduate or graduate level degree in a related field may be substituted for one year of experience.
